While we work with all hromadas in the country, we put special emphasis on those with a population below 50 000 inhabitants where needs are highest. Our activities address local leaders (heads and deputy heads of hromadas), local specialists and non-governmental actors.

For us, it is crucial to use the capacity development format that best corresponds to the individual situation of each municipality. Thus, our modes of delivery are diverse and context-specific:
- Consultations: Both individual and in groups, offered online, offline and over the phone
- Information events: Info sessions on legislative updates and new practices that are organised by the U-LEAD team and in partnership with the units of oblast military administrations, municipalities, or other projects
- Trainings: Individual training measures (seminars, trainings, workshops) and comprehensive training programs (“Steps for leaders”, “Steps for Specialists”, “Steps for Starostas”, amongst others)
- Experience exchange networks: Groups of municipalities working together on a very concrete product (e.g. strategies, plans, programs);
- Recommendations and guidelines (for example on the creation of resilience points, mobility recovery, business in war time, energy security).
- U-LEARN: U-LEAD’s learning platform, currently under preparation, with the first online courses planned to be launched in early 2023.
