Municipal project activities are gradually moving beyond the traditional framework of grant competitions. Today, the project-based approach underpins key processes on Ukraine’s path to the EU accession. Project activities are becoming the foundation for managing public investments, a means of international partnership, a tool for public-private partnerships, and other mechanisms for mobilising resources.

More than just a holiday: how Happy Lito came to be integral to the comprehensive support provided to families in Velyka Berezovytsia municipality

In the municipality of Velyka Berezovytsia, Ternopil Oblast, Happy Lito children’s day camp has become more than just a summer activity; it is part of the United by Care project. This municipal project aims to strengthen social support for the families of serving military personnel, the families of fallen heroes, veterans, people who have returned from captivity, the families of prisoners of war, and internally displaced persons.

United by Care: how Velyka Berezovytsia municipality is implementing a support programme to help military personnel and their families recover

The full-scale invasion changes people’s lives beyond the front line. It affects every family through the anticipation of a phone call, anxiety for a loved one, the pain of loss, the ordeal of forced displacement, or the need to rebuild their lives from scratch. For a municipality, supporting these families means working day in, day out to address people’s needs and create opportunities that help them not to be left alone with their experiences, to regain their strength, to maintain connections and to feel part of the community.

Sustaining resilience in the face of adversity: how U-LEAD supports the municipality in Kherson Oblast

Nowadays, Kherson Oblast encompasses municipalities with very different experiences. Some remain temporarily occupied, others live under constant shelling, the others are recovering following de-occupation, whilst the residents of these municipalities are scattered across Ukraine and abroad. Yet, despite all these hardships, the municipalities continue to function, with some military administrations operating away from their original locations. They provide services, resolve administrative issues, support people and strive to preserve ties with their residents.

How Ustyluh municipality helps veterans navigate a difficult journey

After her son was wounded in action, this mother was left to face a host of problems on her own. The paperwork needed to be sorted out urgently, yet she had no idea where to start or who to turn to. At that difficult time, she sought help from service providers specialising in supporting veterans and their families.

U-LEAD’s study visit participants learned about best rural development practices in Zhytomyr Oblast

Between 11 and 14 August, participants in the study visit and training programme “Rural Development: Practical Tools and the EU Vector” visited the municipalities of Malyn and Stanyshivka, learned about local practices, businesses and craft initiatives, and sought ideas that could be adapted for their own municipalities.

Our priorities

REFORM

We provide policy and legal advice to key actors on national, regional and local levels as they strive to ensure a strong role of local self-government in the current context of war and reconstruction. We undertake important activities to strengthen transparency and integrity in the system of multi-level governance. Our work contributes to finishing the unfinished business of decentralisation reform and supports Ukraine’s readiness for EU membership.

Recovery

We use our nationwide outreach and the holistic thematic coverage to help Ukrainian municipalities adapt to the context of war and recovery. We provide training, consultation and many other forms of capacity building to all Ukrainian municipalities. Our approach to capacity development strikes the balance between being tailor-made and standardized: It is tailor-made because our regional offices present in all regions of the country provide individualized advice and are in touch with all municipalities on a constant basis. It is standardized because our trainings are based on comprehensive and constantly updated thematic support packages providing the most essential skills needed to recover from the Russian war.

Reconstruction

We support municipalities in the planning, coordination and implementation of reconstruction activities to promptly respond to the urgent needs of their residents, provide high-quality basic municipal services and foster recovery of local economies. Our work is geared towards enhancing municipalities’ capacities to develop high-quality proposals for reconstruction projects ready to receive financing from national and international sources. While our work covers all sectors of reconstruction, two key activities put the spotlight on the sectors of digitalisation and education. We facilitate cooperation between the EU and Ukrainian municipalities to lever international support for local reconstruction.
