In accordance with the Law of Ukraine “On Foundations of State Regional Policy”, the documents to be developed for the recovery and development of regions and territories affected by armed aggression against Ukraine include:
1) Regional Recovery and Development Plan;
2) municipal recovery and development plans;
U-LEAD with Europe would like to remind that Procedure for the Development, Implementation and Monitoring of the Regional Recovery and Development Plan and the Municipal Recovery and Development Plans has already been approved by Resolution of the Cabinet of Ministers of Ukraine No. 731 dated 18 July 2023.
Thus, municipalities can begin working on recovery and development plans.
U-LEAD experts analysed the Procedure and prepared several infographics with basic information:
1. Who develops a recovery plan?
2. What are the main development stages and timelines?
3. What are the main components of the plan and what is the process of its coordination with the Regional Recovery and Development Plan?
The recovery of regions and municipalities is aimed at mitigating the consequences of the armed aggression of the Russian Federation against Ukraine. We need to restore destroyed and damaged critical and social infrastructure, residential buildings and public facilities as quickly as possible to a state that would enable internally displaced persons and refugees to return to the municipality and the region. It is also important to create favourable conditions for businesses, regardless of the form of ownership.
