We would like to inform you about the progress in the development of local waste management plans (LWMPs) for the municipalities of the Konotop-Romny cluster in Sumy Oblast. 16 municipalities of this cluster have completed 8 events of the training component of the support programme "Development of Local Waste Management Plans", which consists of the following modules:
- Module 1: Fundamentals of waste management planning. Collection and analysis of baseline data
- Module 2: Determination of technical and economic indicators of the waste management system
- Module 3: Identification of goals, objectives and key decisions of LWPM
- Module 4: Strategic Environmental Assessment (SEA) of LWMP. Communication component of the LWMP development and implementation
Based on the results of the training component, which is carried out on the U-LEARN learning platform, municipality teams gained knowledge of the algorithm for developing local waste management plans, collecting baseline data, analysis of regional waste management plan, and setting target indicators.
All numicipalities have formed working groups, are analysing baseline data, and are actively working on drafting waste management plans. The next stage will be the strategic environmental assessment of LWMP, which will also be carried out with the support of U-LEAD.
Waste management is an important aspect of both local and regional development, and U-LEAD with Europe is not only helping to develop local waste management plans for the 16 municipalities of the Konotop-Romny cluster, but also synchronising this with the development of technical documentation for the new construction of a regional landfill in Konotop municipality which is envisaged by the Regional Waste Management Plan in Sumy Oblast. This integrated approach will help analyse all parameters of waste treatment facilities and contribute to the creation of the most efficient waste management system in the cluster.
