On forms, modes and options for organising the educational process in general secondary education institutions for the 2023/2024 academic year
After the school year starts, a lot of questions arise about organising the educational process for specific students. As for educational institutions, it is clear whether it is full-time or distance learning or a mixed mode. But even within this framework, parents are offered a wide range of options for organising their children's education, depending on their wishes, attitude to the security situation or their location. All options come with their own peculiarities, terms of introduction and regulatory framework. And although they are not necessarily available in every school, all of them can be found and used somewhere.

When organising educational process on a full-time basis, some of the options could disappear with the emergence of institutions at the level of municipalities or oblasts providing distance learning for all interested. And educational managers even discussed this on the eve of the new school year, but the main condition for the relocation (even temporary) of students from one general secondary education institution to another is the statement of one of the parents.
This also applies to institutions that are supposed to introduce the Model Educational Programme for children who left Ukraine due to the full-scale invasion of the Russian Federation and study simultaneously in educational institutions of the host country and Ukraine. Parents currently outside the country must be encouraged to transfer their children to institutions offering this programme. The order of the Ministry of Education and Science (8) stipulates that such institutions provide for admission at the statement of one of the parents, while they can choose between distance learning at the home institution (with credit for the learning outcomes obtained at a school in the host country) and studying under special programmes at certain institutions (no more than 5 per oblast).
For their part, local self-government bodies have no interest in transferring students to educational institutions outside the municipality, since they fear losing their educational subvention. Therefore, it is necessary to look for solutions that not only benefit children, as they are undoubtedly the most important, but also avoid overloading teachers and reducing the amount of the educational subvention, already insufficient for local self-governments.
