In order to present the legal framework and its updates regarding the creation of a safe educational environment to the municipalities of the Poltava Oblast, the team of the Regional Office of U-LEAD with Europe in the Poltava Oblast together with the Main Department of the State Emergency Service of Ukraine in the Poltava Oblast held an info session.
The info session included a discussion of preventive measures to ensure the safety of students during the education process and informing municipalities about the requirements for arranging a safe space in an educational institution without compromising quality educational services. This was stated by Iryna Balybina, Head of the Regional Office.
Volodymyr Hryshanin, Deputy Head of the Main Department of the State Emergency Service of Ukraine in the Poltava Oblast, during his speech, spoke about the state of fire and technogenic safety in the districts, readiness of protective facilities and bomb shelters in educational institutions, as well as their maintenance and operation. He emphasised that no ground-floor premises could be used as a shelter; they should be underground or underground.
Answering the questions of representatives of municipalities, Volodymyr Hryshanin explained the requirements for bomb shelters and the procedure for personnel in the event of air-raid sirens going off during the educational process.
Employees of the Rescue Service presented their mobile Safety Class to municipalities. It was created to run from an ISUZU with all the necessary equipment and educational materials for field training. Rescuers, together with a police officer, can go to any educational institution and conduct a comprehensive class on various topics, including fire, mine and water safety; traffic rules; etc. Classes can be held both in the mobile classroom itself and out of it — outside or in the school premises — where the service employees can hold an interesting class on current topics using the equipment of the mobile Safety Class.
The management of the institution must send two applications for the dispatch of the mobile Safety Class team, an electronic application form (linked with a QR code) and a letter to the Head Office. After receiving the applications, the mobile class will work out a proper schedule to visit educational institutions of the municipalities of the Poltava Oblast.
To share the experience of creating a safe educational environment and arranging bomb shelters in the Nekhvoroshcha municipality, the deputy head of the village of Nekhvoroshcha, Olha Khomenko, joined the info session. She invited all those interested to visit her municipality and see the capabilities of local self-government to ensure the provision of quality educational services in the municipality in practice.
