The U-LEAD with Europe Programme is committed to its efforts to provide expert support to municipalities regarding project activities and assistance in attracting international funds for recovery and development.

U-LEAD would like to remind municipalities that they can rely on the Programme’s assistance in the preparation and submission of project applications in order to attract international funds for implementing projects. Our experts are open to cooperation and ready to provide assistance in the process of drawing up and submitting a project application.

“There are constant changes in the field of municipal support. Major donors are launching new programmes of international technical assistance, new organisations award grants and new priorities for competitions for 2024–2025 are being determined. However, just as before, success comes to those local self-government bodies that were able to establish systematic project activities in partnership with local NGOs,” says Oleh Kulinich, Project Cycle Management Expert at the U-LEAD with Europe Programme.

Annual call for proposals for the Canada Fund for Local Initiatives (CFLI)

The CFLI is a programme designed to support small-scale, high-impact projects in countries that are eligible for Official Development Assistance and that align with Global Affairs Canada’s key areas of engagement. The programme is directed at projects designed predominantly by local partners. The small projects between CAD $30,000-$50,000 are selected and approved by the Embassy of Canada to Ukraine.

How to apply? The deadline for submitting applications is 14 July 2024 at 11:59 p.m. (Kyiv time). Applications submitted after this deadline will not be considered. Submit your proposals digitally to: KYIVGR@international.gc.ca

Grant for the Ukraine Cultural Heritage Response Initiative Countering False Narratives

The overall intent of this grant is to support projects and initiatives that use exchange and other forms of interchange and collaboration to strengthen programs that help communities, civil society, and government institutions counter false narratives related to cultural heritage.

Plans and strategies for the transition to clean energy in municipalities and regions: Programme for the Environment and Climate Action (LIFE)

The Programme aims to provide local and regional authorities with the necessary capacity, integrated approaches and organisational structures to implement clean energy transition (CET) plans and strategies.

Local and regional authorities (LRAs) are a decisive lever for achieving the EU Green Deal objectives in short-, medium and long-term, such as the 2030 climate and energy targets as set out in the European Climate Law and the relevant ‘Fit for 55’[1] legislative revisions, in particular the recast of the Energy Efficiency and the Renewable Energy Directives.

The aim is to facilitate the transition toward a sustainable, circular, toxic-free, energy-efficient/climate-resilient economy and toward a toxic-free environment as well as to protect, restore and improve the quality of the environment.

USAID Health Reform Support Project

The purpose of the Project is to support local healthcare systems in order to respond to critical needs and restore basic health services or to reduce morbidity and mortality caused by war and irregular access to health care The interventions are expected to increase the rates of the use of targeted services by vulnerable groups of people, IDPs and residents of the liberated territories.

Who can apply? NGOs that comply with all current civil and tax regulations of Ukraine are eligible to receive a grant. Preference will be given to Ukrainian organisations or partnerships with Ukrainian organisations. Grantees must showcase good governance through the existence of formally approved financial, administrative and technical policies and procedures that constitute a system of controls that ensures asset protection, protection against fraud, waste and abuse and promotes the achievement of the programme objectives.

Representatives of civil society (including non-governmental academic institutions, think tanks and/or professional associations), organisations of patients and human rights groups, health care facilities (HCFs) and municipality-based organisations can apply.

Deadline: concepts will be accepted continuously from 24 March 2023 to 30 September 2024. The competition committee will meet to review submitted concepts biweekly or more often if necessary.
