The opportunities and support that municipalities will receive through the participation of the Experience Sharing Network (Support Programme) “Abandoned Property Management” were discussed at a promotional event held in the Regional Office of the U-LEAD Programme in the Vinnytsia Oblast.
Joining the Network will provide municipalities with support in developing a package of documents for managing the activities of the local council and its executive bodies aimed at the identification and accounting of abandoned property and bringing it under municipal property, as well as offer an opportunity to learn about the experiences of colleagues and share their own practices.
The selected municipalities will work in several formats, including info sessions, seminars and workshops, individual consultations.
As part of the new Network, at the first stage, the participating municipalities will learn about:
- the exercise of the powers of the local council related to handling abandoned property;
- where to start when dealing with abandoned property.
The second stage of activities in the Network will be focused on the preparation of an appeal to the court regarding the recognition of the property as abandoned. Participating municipalities will develop:
- the legal procedure for the preparation of documents for applying to the court regarding recognition of the property as abandoned.
- tools for collecting information about the property and the necessary package of documents;
- judicial practice.
“Introducing systematic work with abandoned property in local self-government bodies is an important direction. This includes the adoption of certain local regulations to set forth the procedure for identifying and accounting for this type of property. After all, this is a continuous process, as abandoned property appears all the time. Having brought abandoned property under municipal property, you can use it for a variety of needs, including the creation of housing stock,” said Vitalii Shvets, Head of the Regional Office of the U-LEAD Programme in the Vinnytsia Oblast.
At the third stage of the Network’s activities, participants will be able to study the procedure for consideration of court cases regarding abandoned property and the possibilities of using abandoned property for the needs of the municipality.
In general, joining the Network will allow municipalities to prepare teams of professionals to work on the management of abandoned property, as well as to ensure compliance with the Civil Code of Ukraine in part of the obligation of local self-government to bring abandoned property under municipal property.
