On Tuesday, May 23, the work of the Experience Sharing Network on safety. According to the organisers, teams from 110 municipalities competed to participate in the programme, and the 24 most motivated municipalities from 13 regions of Ukraine were selected.

Olena Tomniuk, Deputy Director of the U-LEAD with Europe Programme, addressed the participants of the event with a welcome speech.
“The activities of municipalities in the Experience Sharing Network will affect the quality of life of more than half a million Ukrainians living in these territories. And the results of the efforts of this municipality, worked out by experts and practitioners, will become a roadmap for the implementation of safety measures for others. In wartime, creating a safe environment is a prerequisite for preserving the potential and resources of the municipality, while in the post-war period, a safe environment will safeguard the recovery and development of Ukraine.”
Oleh Levchenko and Artem Vivdych, security experts of the U-LEAD with Europe Programme, will advise the participants of the Network, and Regional Offices of U-LEAD in the Dnipropetrovsk and Zakarpattia oblasts will coordinate the activities of the Support Programme.
The work of the Network began with a two-day seminar “Theory and Practice of the Municipal Safety Analysis” that introduced the tasks of the local self-government bodies in the field of public safety and civil protection to the participants. Procedures for data analysis for the development of the Municipal Safe Environment Programme were also considered. The participants learned how to analyse, manage and assess risks in the physical, digital, informational, organisational, legal, economic and infrastructural areas.
“Risk analysis should take into account general information and background in the field of municipal safety. This allows for revealing external threats and internal vulnerabilities determined according to the risk ranking. This analysis is the basis for developing a plan for the implementation of the Safety Programme” the speakers said.
According to Maksym Tkach, Head of the Working Group on Public Safety and Civil Protection, creating a safe environment is now a priority for every municipality:
“Local self-government clearly understands that it shares this responsibility with the state. If people are sure that nothing threatens them in the municipality, they will want to live there and return. It is also important for investors and entrepreneurs to know that the municipality cares about safety.”
