The program “Steps for Specialists. Human Resource Management” is aimed at improving the professional competencies required to organise an effective HR management system, become proficient at using the tools for attracting competent personnel, form an understanding that the performance of local self-government bodies depends on the expertise of the existing staff and master new approaches to strengthening the capacity of local self-government.
“The Steps have already become a household name for U-LEAD, and today we are launching three more different comprehensive training programmes at the same time. I would like to emphasise the ambition of this programme, since the participants will focus primarily on people rather than on figures or documents. This training programme is also relevant in view of the adoption of the new Law on Service in Local Self-Government Bodies. That is why we are starting to change the vector of personnel work to a broader one, and we will talk about personnel management and human resources management,” Olena Tomniuk, Deputy Director of U-LEAD with Europe, stated in her speech.
According to her, a small group was selected for this training programme: 24 municipalities from 14 oblasts of Ukraine will work together. The participants were selected taking into account their motivation, readiness for changes and willingness to implement new approaches to HR management in local self-government.
“Participants of this training programme will form a community of personnel managers, which will become an effective tool in their professional future. These Steps are a training programme that will help its participants develop practical skills and learn new approaches to HR management, which are effective today in the private sector but can also be applied in the public service if desired,” said Olena Tomniuk.
Strategic approaches in HR management are the topic of the first training session that opens the training programme. These Steps will offer training throughout April 2024. Three experienced coaches will work with the municipalities: Olha Kireieva, Training Management Adviser at U-LEAD with Europe; Maryna Lobova, Head of the Regional Office of U-LEAD with Europe in the Sumy Oblast; and Anastasiia Zhuravel, HR Competence Development Expert.
