On April 11, the Regional Office of U-LEAD with Europe in the Dnipropetrovsk oblast held a presentation of the competitive selection for participation in the Experience Sharing Network “Development of the Municipal Safety Environment Programme” for municipalities from all over Ukraine.
According to Maksym Tkach, Head of the Regional Office in the Donetsk oblast and Chairman of U-LEAD’s Public Safety and Civil Protection Working Group, the Network is a series of events organised for selected municipal officials or teams working in small groups on a specific product.
“Before the war, safety was believed to be a concern of the state, and self-government only provided solutions to small economic issues in this area. The war showed that local self-government should play a much bigger role here,” he said.
As part of the Network’s activities, local self-government officials, with the support of experts, will analyse the safety environment of their municipality, find out the directions and ways of finding resources and develop a comprehensive and systematic safety programme.
“Forty-eight local self-government officials, representing 24 municipalities from all oblasts, will be selected to participate in the Network. Each team must include a specialist and a senior official whose duties include coordination in the areas of safety and civil protection,” said Olena Tertyshna, head of the Regional Office that held the presentation event.
According to her, the participants will take part in three two-day seminars and receive individual consultations from national-level experts. In addition, everyone will get a smart manual to help them navigate the material better.
The speakers explained the application filling procedure and emphasised that priority in the competitive selection was given to participants from municipalities with a population of up to 50,000. The criteria for winning in the competitive selection are high motivation and readiness to analyse the situation in detail and develop programmes for ensuring a safe environment. Participants will present their programmes at the end of the Network.
Applications must be completed by 30 April 2023 (18:00) and sent to regops.u-lead@giz.de, with "Safety/Name of municipality and oblast” in the subject of the email.
