U-LEAD experts recently announced and held a presentation of the municipal support programme “Development of Municipal Energy Plan”. The participants were introduced to the purpose and tasks of the initiative and explained what they would get out of it.
“In November 2021, the Law “On Energy Efficiency” was adopted. Pursuant to the final provisions of this Law, three years after its entry into force, all municipalities must have a local energy plan. That is why we offer them a support programme for its development,” said Andrii Barulin, energy efficiency and renewable energy sources expert of the U-LEAD with Europe Programme.
According to him, the plan is a strategic-level document to be developed for 7 years. It will allow the municipality to understand its energy capacity and learn its needs in resources and investments to ensure the normal operation of the infrastructure. In addition, a Municipal Energy Plan increases investment attractiveness and opens up the doors to participate in competitions to get state financing of projects in this direction.
“Having developed a Municipal Energy Plan, the municipality can also organise the implementation of energy saving and energy efficiency measures,” said Mr Barulin.
Who can participate?
Motivated municipalities with a population of up to 50,000 will be selected to participate in the Support Programme and delegate three officials whose duties are related to economic and investment activities, housing and utility services, energy and project management.
The training will be held from June to October 2023. Participants will attend seminars, workshops, group and individual consultations, as well as work in teams.

To participate in the Programme, fill out the application form and send it to regops.u-lead@giz.de by 06:00 p.m. on 8 May 2023, specifying the “municipality name, oblast, “Development of Municipal Energy Plan” in the subject.
