U-LEAD launched a new training initiative for local self-government bodies, “Steps for Specialists. Waste Management”. The main goal of the training is to improve the understanding of the role and responsibility of municipalities in waste management, to build up the capacity of municipalities to develop and implement joint regional waste management projects.
“Forty-eight municipalities from all over Ukraine were selected to participate in the new training programme. Over the next 12 weeks, they will undergo comprehensive training and develop concepts for waste management projects. Ukraine has to bring its legislation in line with EU standards, including in waste management. We will also address these important changes in our training. This programme is special for us because we are implementing it in wartime. We realise that we face a difficult challenge, since in addition to learning theory, the participants need to develop project ideas that will help municipalities to facilitate effective waste management,” said Andrej Horvat, Deputy Director of U-LEAD with Europe.
The training will consist of four modules with both theoretical and practical parts that will help municipalities to develop a quality waste management system, including a number of managerial and financial issues.
According to Oleh Chernysh, Adviser on Municipal Investments of U-LEAD with Europe, waste management requires significant financial and managerial efforts from municipalities. One of the key elements of the training programme is municipality cooperation, which will help municipalities to solve a number of problems with waste management.
“On Friday, October 7, the first online workshop was held as part of the training for the teams of specialists from 16 municipalities of the Rivne, Volyn, Ternopil, Zakarpattia, Lviv, Ivano-Frankivsk and Khmelnytskyi regions. The event addressed a sustainable waste management system in wartime and during the post-war reconstruction,” said Ruslan Syvyi, Head of the Regional Office of ULEAD with Europe in the Rivne region.
Dmytro Laznenko, Viktor Hudenets and Tetiana Omelyanenko, waste management experts of U-LEAD with Europe, will work with representatives of 16 municipalities that joined the original initiative.
Municipal teams will undergo comprehensive training from September to December. Next, waste management project ideas will be selected and the projects themselves will be developed. Projects selected on a competitive basis will receive support from U-LEAD experts during their implementation.
