The level of support for decentralisation in Ukraine is at all-time high. This is evidenced by the data of the seventh wave of the All-Ukrainian sociological survey on the topic of local self-government. This study was conducted by the Kyiv International Institute of Sociology (KIIS) in October-November 2022 at the request of the Council of Europe Program "Decentralization and Reform of Public Administration in Ukraine" in cooperation with the Ministry of Development of Communities and Territories of Ukraine and in coordination with the Ministry of Reintegration of Temporarily Occupied Territories.
The survey once again demonstrated that support for the reform is growing from year to year. As you may remember, in the period from 2015 to 2021, the share of those who consider decentralisation necessary increased from 59% to 63%. This year, the support rate increased to a record 76.5%, as those who previously had doubts are now convinced of the benefits of the reform. Percentage of the opponents of the reform decreased from 16% last year to 14% this year.
"Our institute studies the attitude of the population of Ukraine to several reforms. In general, from year to year, people are less and less satisfied with the results of reforms in the country. But with regard to decentralisation, there is a positive dynamic and it is significant", - this is how Volodymyr Paniotto, general director of KIIS, characterized the results.
In addition, the survey showed that 88% of Ukrainians are optimistic about the future of their municipality.
