What does one need to be guided by when arranging a shelter? What are the types of protective structures and the requirements for them? What are the first steps of the local self-government bodies to provide shelters in the newly de-occupied territory? These and other issues were discussed during an information session for municipalities organised by the U-LEAD Programme.
The purpose of the event was to acquaint municipalities with the legislative grounds and requirements for arranging shelters in the territories of settlements under the control of Ukraine and in recently de-occupied territories, as well as to share simple and quick solutions for creating such shelters. Ihor Ahibalov, head of U-LEAD with Europe Regional Office in Luhansk oblast, told about it:
“This topic is important for everyone. The main task that we set before ourselves is to convey the methods of constructing temporary shelters for the residents who found themselves in danger of enemy shelling. During the preparation for the event, our experts processed and systematised the experience of settlements in most Ukrainian territories.”
According to Ahibalov, special attention was paid to the possibility of installing such structures on the recently deoccupied lands of Donetsk oblast:
“Here, the main thing is to find a simple solution, so as not to wait for the manufacture of complex and expensive structures. We have to conduct an inventory of the existing basement premises and equip them with everything necessary. Because we understand that the liberated territories are shelled every day and every hour,” stressed Ahibalov.
Oleh Ilnytskyi, head of U-LEAD in Mykolaiv oblast, and Mykhailo Bundziak, adviser on municipal finance and management of the Regional Office in Zakarpattia oblast, explained to the municipalities about the types of shelters defined by the legislation. It was about shelters, anti-radiation shelters, dual-purpose structures, quick-build civil defence protective structures and the simplest shelters, their difference, purpose, and the necessary equipment.
