“Throughout 2023, the U-LEAD Programme will provide assistance to municipalities in two directions. The first is info sessions and advisory support in building an energy security system. The second direction involves the competitive selection of motivated municipalities to receive mentoring support in the development of municipal energy plans, that is documents required for municipalities by laws,” said Yuliia Molodozhen, Head of the Regional Office of U-LEAD with Europe in the Odesa oblast.
The info sessions of the Municipal Energy Security series will focus on the following key topics: energy planning in the conditions of the war; energy efficiency for buildings, production and transportation sources, water supply, lighting and other systems; renewable energy sources as elements of energy security.
Andrii Barulin, U-LEAD’s expert on energy efficiency, will cooperate with the municipalities of the southern oblasts of Ukraine. At the first information session, he introduced the requirements of the applicable legislation to the participants.
“The legislation of Ukraine includes a number of regulations that oblige municipalities to implement energy management and develop an energy security plan,” said the expert.
He explained the terms “energy security” and “energy independence” and clarified the steps to achieve energy efficiency.
This is done in several stages. First, an analysis of the current state of the energy system is carried out and goals are determined. The next steps should be diversification of resources and sources of energy generation, reduction of existing consumption and use of renewable energy sources. Then an assessment should be conducted and resources should be allocated to achieve the goals.
The info session “Energy Security and its importance for Municipalities” for the municipalities of Odesa, Kirovohrad, Dnipropetrovsk, Zaporizhzhia, Kherson and Mykolaiv oblasts was held at the Regional Office of U-LEAD in Odesa oblast.
