There are IDPs in all municipalities of the region. A large part of them is expected to remain there. Their integration into the municipalities where they live has become important and will have an impact on the future development of these areas.
The development of such programmes will promote the integration of IDPs and ensure full access to administrative, social, cultural and other services. In addition, it will allow creating conditions for potential development and strengthen capacities in municipalities.
“This pilot project of support from U-LEAD will help municipalities to develop procedures for the integration of IDPs. At the same time, it is important to understand that new residents in the municipality are new development opportunities, because our most valuable resource is people,” Vitaly Shvets, Head of the Regional Office of U-LEAD with Europe in the Vinnytsia region.
With the support of U-LEAD experts, the municipalities are developing a system for assessing the needs of IDPs to base budget allocations and the design of specific support projects on, as well as drafting a corresponding operational action plan.
The developed programme is a management document that will help the authorities, IDPs, local population and businesses interact as effectively as possible, find additional resources in the municipality and prepare the framework for establishing partnerships.
As we have reported previously, U-LEAD experts suggest turning abandoned properties into municipal assets, in order to provide comfortable accomodation for IDPs.
