The team of the Kozyatyn municipality, Vinnytsia Oblast, joined U-LEAD’s training course “Steps for Specialists. Healthcare Management in the Municipality ” and is already implementing the newly gained knowledge to improve the healthcare services. First, they decided to change approaches in HR management and organisation of the hospital’s operation. Yuliia Radohoshchyna, Director of the Kozyatyn City Primary Healthcare Centre, spoke about this:
“Despite being a young institution, we always strive to be leaders, to grow, learn something new and implement it to improve our performance.”
According to her, one of the main innovations will be the introduction of key performance indicators (KPIs), which will enable a more transparent evaluation of the performance of the medical staff and motivate them to do better.
The director said that out of the training course, she had really enjoyed the lecture on employee motivation:
“It turns out that non-financial incentives are often more important than financial ones.”
She added that they were currently working on the development of KPIs and their assessment:
“The key performance indicators will be determined by the commission, and medical personnel will receive additional incentives for meeting them. We will pay attention primarily to the vaccination rates and preventive cancer screenings. This will contribute to the detection of cancer in the early stages and will enable more effective treatments, as well as general improvement of public health.”
The municipality of Kozyatyn has 8 medical and obstetric care facilities staffed with nurses. Doctors from the primary healthcare centre take regular visits to the villages and conduct examinations, both scheduled and as needed. They also conduct tests, vaccinations, ultrasound, photofluorography and other diagnostic examinations. They also visit patients with reduced mobility in the villages.
The Kozyatyn City Primary Healthcare Centre is also actively working to improve conditions for medical workers. According to its director, during the educational visit to the Poltava Oblast, they were interested in the Khorol municipality’s experience in solving the issue of housing for doctors. They reconstructed the premises, creating conditions for attracting qualified doctors.
“I was also very interested in the practice of project activities of healthcare facilities, as we saw it in Nekhvoroshcha municipality. The Primary Healthcare Centre of the Nekhvoroshcha Village Council, which was created, provided with modern medical equipment and opened already during the full-scale war, is simply amazing,” said Yuliia Radohoshchyna.
In her opinion, experience in project management and attracting grants was also useful for managers of healthcare facilities. After all, these are currently additional opportunities for development in all areas.
Vitalii Shvets, Coordinator of the Training Programme and Head of the Regional Office of U-LEAD with Europe in the Vinnytsia Oblast, stated:
“The training programme is designed in such a way that participants will complete the entire course in accordance with the management cycle, namely planning, organising, motivation and supervision. At each stage, we discussed practical cases and learned about best practices. After successfully completing the training, managers acquired knowledge and skills in effective management of healthcare facilities. The visit to the municipalities of the Poltava Oblast showcased the operation of the health care system, taking into account the relations of all stakeholders.”
