Earlier, U-LEAD experts presented a new training course “Steps for Specialists. Geographic Information Systems for the Development of Municipalities”. It is unique in that the participants will get an operational GIS for their municipality out of it. In turn, the municipality will have professionals with the skills of collecting, structuring and analysing geospatial data.
Pavlo Riabokon, Adviser on Decentralisation and Local Self-Government of the Regional Office of U-LEAD with Europe in the Zakarpattia Oblast, commented on this:
“The course is designed to change the participants’ perception of geographic information systems as something complex. It will teach them how to use the QGIS system and apply this knowledge in practice.”
His colleague, Oleh Ilnytskyi, Head of the Regional Office of U-LEAD in the Mykolaiv Oblast, presented the curriculum, the schedule of seminars and workshops and the features of the U-LEARN educational platform. Among other things, according to him, the participants will learn to handle geospatial data and use them to make administrative decisions on recovery and reconstruction.
They will work using QGIS, free software, which does not require purchasing a licence yearly but has extensive capabilities.
“Together with certified experts, municipal teams will learn step by step, from installing the software to connecting maps and various layers that enable planning, building and developing the municipality,” said Mr Ilnytskyi.
In addition, one of the workshops will focus on the creation of the address register of the municipality, which is essential for ensuring the interoperability of information systems. In July, the Ministry for Communities, Territories and Infrastructure Development announced that Ukraine embarked on the systematisation of address information and the creation of a single reliable source of address data, where each settlement, each street, building or structure would have a unique identifier and a single correct name.
“Today, there are many changes in topographical names, and it is important for municipalities to organise and systematise it all,” said Oleh Ilnytskyi.
